Baltimore Police arrested a man they believe is responsible for a series of flashing incidents in Canton after matching his photo to a former listing on the state’s sex offender registry.
The man, identified as 49-year-old Jason S. Morgan from Belcamp, was taken into custody at a residence in Harford County on Tuesday and transported to the local detention center. He has been charged with three counts of indecent exposure and held without bail.
Morgan didn’t have an attorney listed in online court records.
Court records show that Morgan was identified by police from a previous incident that landed him on the Maryland Sex Offender Registry. Officers matched his photo to the registry listing, although records said Morgan was no longer listed in the database.
Morgan pleaded guilty to two counts of indecent exposure in Worcester County in 2022, according to court records. He was sentenced to three years behind bars, but only had to serve two days, according to those records.
Despite the arrest, detectives are continuing their investigation to determine whether Morgan may be connected to additional incidents, police said.
Samantha Pollitt, 36, said she contacted authorities after an unidentified man exposed himself to her about seven times between June and July.
The man, she said, would roam South Ellwood Avenue naked, stop when he saw her, and expose his genitalia in her direction. Over the weeks, his behavior grew increasingly alarming as he began masturbating in the street.
When Pollitt posted about the naked man in a neighborhood Facebook group, others wrote to her about their own experiences. Some said that he had frequented Canton streets for years doing the same thing.
Court documents show that multiple residents complained to the police about Morgan, including an incident in mid-May when another woman walked into the Southeast station house and told officers that she saw a man sitting in a gray Jeep with his genitalia exposed and masturbating. The woman was able to give police a photo of the man’s license plate.
Pollitt’s last encounter with the man was last Thursday. On Saturday, police told her they had identified the suspect and were searching for him.
“The biggest support I’ve had is from the neighborhood,” she said. “I didn’t even know it would have as much traction as it has. I was just putting it out there so, like, people would be safe.”
